The Captain has final responsibility for the ship and her crew whether at sea or in port. This role has ultimate authority due to several important factors. First, the ship operates, when at sea, in an area where help or support is often far away. Second, the decisions made by a Captain involve the safety and lives of others. Although a Captain delegates tasks and working responsibility to the Chief Mate, the Second Mate and the Third Mate, final authority resides with the Captain for all matters. And finally, the ship is a small world and when operating in a difficult environment, at sea, this is not the place for committee meetings and a long decision process. Decisions and action are sometimes one and the same.
