Process for Submitting an Ocean Observing Workshop Proposal


Scope and Timing

The primary goal of a workshop should be to identify and develop strategies for promising new research opportunities, scientific objectives, or technological advances in ocean observing and related technology. All Ocean Leadership/OOI workshops will be openly advertised and the OOI Project Office encourages wide scientific community involvement (scientists at different career levels, engineers, educators). Conveners are also encouraged to investigate co-sponsorship by related programs. Ocean Leadership will accept and consider ocean observing related workshop proposals at any time.

Proposal Contents

Workshop proposals should be submitted to the Assistant Director (contact information below). Proposals should fit within 2-5 pages and include the following:

•    A cover sheet.
•    A description of the scientific motivation for the workshop and its relation to the OOI.
•    A description of the workshop objectives.
•    A description of the potential outcomes and deliverables.
•    A draft budget and justification, showing co-sponsorship (if any).
•    An initial list of workshop participants.
•    A proposed date and location, with options.

Proposal Evaluation

Workshop proposals will be evaluated upon submission and funding decisions will be made based on the following criteria:

•    Relevance to current OOI issues or initiatives.
•    Likelihood to achieve outcomes against goals.
•    Availability of funding and the priority level of the workshop relative to other program year goals.

Budget Planning

Workshop funding is determined by Ocean Leadership. Support for workshops shall typically not exceed $40,000, but larger requests may be considered. Co-sponsorships are encouraged. A budget may consist of costs administered directly by Ocean Leadership (Category 1 costs) and costs administered through a sub-award to the convener’s institution (Category 2 costs). Category 1 costs include participant travel expenses, meeting facility costs, advertising, and supplies and are expected to form the bulk of the budget. Category 2 costs include salary support for the convener if justified and additional administrative support. If a workshop proposal consists solely of Category 1 costs, a sub-award is not needed.

Travel and Location

Sponsored travel, choice of venue, and arrangements for meeting space will be made in coordination with the Ocean Leadership Travel Office and subject to the Ocean Leadership Travel Policy. Workshops are normally held within the United States, and travel funds are normally reserved for U.S.-based participants; exceptions can be discussed. In some cases, Ocean Leadership support may not fully fund participants and meeting organizers will be asked to set support limits for workshop participants. Workshop organizers may elect to limit attendance to enhance outcomes of workshops.

Final Report and Newsletter Article

Within six months following the workshop, conveners are required to produce a final report (in pdf or html format) summarizing the motivation, goals, discussions, and outcomes or recommendations of the workshop. The convener maybe requested to also provide a brief summary article for inclusion in the Ocean Leadership Newsletter.
