House Passes Critical Ocean Observing System Bill

WASHINGTON – Yesterday, the U.S. House of Representatives passed the National Integrated Coastal and Ocean Observing Act of 2007. The Act would create an integrated ocean observing system (IOOS) that will monitor and forecast ocean conditions, including the physical, biological and chemical components of coastal waters. The Act would also increase understanding of complex deep ocean and coastal environments and promote the dissemination of information to local policymakers and the public.

Trident meshes with wider efforts known as Project Neptune and the Ocean Observatories Initiative.

Oregon State University will receive $20.6 million over the next six years to lead a component of the National Science Foundation's Ocean Observatories Initiative.

The university also could receive an additional $29 million over the succeeding five years to continue operating the coastal observatory near Newport.

The OSU-led coastal observatory, part of a $331.5 million project coordinated by the Joint Oceanographic Institutions, will focus on the continental shelf off Newport, in what is one of the most heavily studied marine environments in the world.

A Preliminary Design Review (PDR) of the Ocean Observatories Initiative, conducted for the National Science Foundation's Division of Ocean Sciences, was held on December 4-7, 2007. The 20-member panel was asked to assess the robustness of the technical design and completeness of the budget and construction planning, the effectiveness of project management through the PDR stage of development, as well as plans for the remaining design work, construction, commissioning and eventual operation of the OOI Network.

A comprehensive suite of design and management documents was developed by the OOI Project Team. These documents, various presentations made throughout PDR, and additional supporting and background documents can be downloaded below.

They cover three-quarters of our planet's surface; play host to thousands of species; and have a critical role in controlling weather and climate. Yet scientific research has barely skimmed the surface of the world's oceans.

"At the moment, we are in the Dark Ages with respect to observing the oceans," says Steve Bohlen, president of the Joint Oceanographic Institutions (JOI), a consortium of US oceanographic research centres.

Under its Cooperative Agreement with the National Science Foundation to manage the Ocean Observatories Initiative (OOI), the Consortium for Ocean Leadership will convene or co-sponsor workshops that address or promote topics germane to the science questions, infrastructure, and technology development of the OOI. Examples of science themes and information on the locations and types of observatory infrastructure may be found in the OOI Science Plan and the Preliminary Network Design.

Workshop topics or high priority areas are identified by Ocean Leadership in consultation with its advisory bodies and the National Science Foundation, or, can be proposed by the community. Ocean Leadership continually invites proposals for workshops that cover the following general areas:
