The Consortium for Ocean Leadership, Inc. currently holds SeaPort-e Prime Contract No. N00178-14-D-7229 to support Zone 2 (National Capital Zone). SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Command (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirement amongst 1800+ SeaPort-e IDIQ multiple award contract holders.

Ocean Leadership shapes the future of ocean science and technology through discovery, understanding, and action. We provide expertise in managing, coordinating, and facilitating scientific programs and partnerships; influencing sound ocean policy; and educating the next generation of ocean leaders.
Ocean Leadership serves as the Systems Integration Contractor for the Integrated Ocean Drilling Program: U.S. Implementing Organization (USIO) through a cost-type contract, OCE-0352500, from the National Science Foundation (NSF). The contract is to manage and operate shipboard and shore-based activities and science operations of the research vessel JOIDES Resolution for the Integrated Ocean Drilling Program (IODP), including all support for ship and science operations, equipment acquisition and maintenance, core archival, data processing and distribution systems, publications and reporting, engineering development, and education and outreach. Ocean Leadership is specifically responsible for managing USIO shore based activities including all IODP publications and data management, core curation via the Gulf Coast Repository, and program outreach including press releases, vessel tours, and scientific meeting booths and associated materials.
The National Oceanographic Partnership Program (NOPP) Office at Ocean Leadership was funded (the award has now ended) through a cost-type contract, N00014-07-D-0829, from the Office of Naval Research (ONR). The NOPP Office at Ocean Leadership provided meeting, administrative, and technical support for interagency working groups and a Federal Advisory Committee Act panel, including facilitating interagency discussions to support ONR mandates. Ocean Leadership also coordinated and facilitated peer-review evaluations for proposals submitted in response to interagency funding solicitations. The NOPP Office reported annually to Congress on activities of the program and performed ongoing activities related to programmatic outreach and education.
The Ocean Observatories Initiative (OOI) project is constructing an interactive, globally distributed, and integrated network of ocean nodes that create an observatory enabling transformational, complex, interdisciplinary ocean science. Ocean Leadership manages the OOI Program Management Office (PMO), which oversees, coordinates, and provides fiscal and contract management for the construction and initial operations of the OOI network. The OOI PMO is funded by the National Science Foundation (NSF) through a Cooperative Agreement, governed by Cooperative Agreement No. 0957938.
Ocean Leadership’s Quality Assurance and Quality Control (QAQC) practices incorporate a combination of structured, proven, and documented project management principles and standards that are based on routine monitoring. Ocean Leadership conducts weekly internal control reviews (such as staff meetings, cost control reports, verification tests, and financial reports), and frequent, scheduled external audits to assess project progress as well as to identify risks and mitigate the consequences and impacts on project scope and performance.
These QAQC practices are exercised by Ocean Leadership across programs, projects, and functional disciplines to proactively forecast and address risks to quality to ensure satisfactory performance. This approach results in predictable high quality performance and repeatable processes that are the benchmark of Ocean Leadership’s realization of cost savings goals and application of best practices throughout the life of all projects and across programs.
Ocean Leadership approaches problem resolution with the goal of process improvement. When programmatic problems arise, it is the PMO’s responsibility to address the issues as early as possible and to create, implement, and document a Corrective Action Plan (CAP) for the team. The CAP provides a transparent framework for Ocean Leadership management, the PMO office, and the customer to accurately track progress and overall performance improvement. This carefully orchestrated integration between Ocean Leadership management, the PMO, and the customer provides the customer with real-time communication and coordinated responsiveness that results in improved processes and performance against contract objectives and customer goals, realized cost savings, and repeatable desired results.
